The "11,3" is the specific gravity of the original extract before fermentation. Poland apparently taxes beer differently depending on that value.

Chemistry shit. It's basically the density of the pre-beer mush compared to water, which tells you how much sugar was in it before fermentation. Higher number usually = stronger taste and darker.
