please help me locate a russian cartoon (i think it was a series with a movie or two) where the main villain looks like the guy in this picture. it's probably around 30 or more years old at this point.

the only other thing i remember, and this is extremely tenuous, was that the main protagonists were 2-3 kids who would come up with inventions and the main big bad villain (picrel) would say something to the effect of, "Here I am!"

any leads or tangential possible sources for the cartoon man are helpful
