Can someone tell me why my ISP is telling me I need to swap out my router entirely just to get a new IP even though it's supposed to be dynamic?

Pic is generic router image from google, not my router.

Because your ISP is using your router's MAC address to assign an IP address with DHCP.
If you use an alternative firmware like DD-WRT, you can spoof the MAC address instead of getting another router.
Alternatively, you may try waiting for the DHCP lease to expire, but there's a good chance you'll still get the same IP address.
