I think there should already be artist that have worked on that platform its an old fighting game engine. I think you also need someone that knows a bit about animation.

Lots of Japanese artist use X(Twitter). It requires looking up terms in Japanese such as "Pixel art" or "Commission pixel artist". I think most of them cant understand a lot of English so they probably avoid working with foreigners.

Sorry I thought he meant "Skeb" was the nickname of an artist. Its some artist platform that mainly hosts Japanese artists. However the person I linked fits the bill for what you are looking for and maybe within your budget if you are just looking for pixel art without fancy animation. Also I think the Japanese yen is still low so I think they might be charging cheaper.
