Tech Support: My PC hates GPUs

Help me!
My PC is having issues. Namely, if my PC ever attempts to push video through a GPU, it doesn't work. I RMA'd my GPU and now I think I need to stop it before it ships because I still experience issues even when swapping to an older card.
If I force integrated graphics or have no GPU, I boot. If I have the older GPU, most of the time I get a black screen. With my newer GPU, always black screen.
Kicker? The older GPU blackscreen takes time to shut down, implying it's at windows internally, just giving no output. The newer GPU blackscreen powers down instantly on hitting the button, implying it's not starting correctly at all. VGA mobo light always on. I use a surge protector, but a power outage a few days ago makes me think it damaged my parts. Possible that it fried BOTH my GPU and motherboard, hence why I'm getting permanent issues that act inconsistently.
Changing cables didn't help. Currently swapping out the PSU. I really don't have a clue what my problem is. Anyone have experience with this?
