No, OP sounds like hes never bough a phone before or just cant word things properly. What hes looking for is a place he can a buy a phone that isn't attached to some contract or a carrier. An example of this is either the used market like eBay or if they want a new phone they can check somewhere like Amazon. Everyone has access to sites like Aliexpress and they mail almost anywhere.
