anyone know how to stop seeing this instead of special characters?
or at least a website to translate it to regular text?

The box with the X in it appears when there isn't a glyph mapped to that unicode character.

You will need some sort of font editor.
Sometimes the free versions of fonts don't include special characters but the full (paid) versions do. What font and character do you need?

the font "code2000" covers most of unicode, although it is pretty old and unicode is continually extended
code2001 and code2002 also exist
