Use Shotcut to convert any video to lossless mp4, then use Premier Pro with the webm extension to turn it into a webm.
I have tried various methods and this produces the best results. Learning ffmpeg would just waste your time to produce inferior results.

This. Fucking around trying to pass precise "start" and "end" arguments to ffmpeg is a pain. If you don't want Premiere, check out Webm for Lazys. It's essentially a graphical frontend for ffmpeg. I like it OK.

just open the video with mpv, click the timer to expand decimals, navigate to the ideal frames using < > and copy the values over to ffmpeg

as far as i know its the only webm maker with a graphical interface, and its tailor made for retards who use 4chan since you can specify file size, whether it has audio or not, and a few other useful things
you usually need to have another video to convert it from, but you can combine audio with a still image

Then you don't have much experience.
You come across this problem often when you try to cut out part of an anime encode. I think the last time I tried it with ffmpeg was with [qcc] Sayonara Zetsubou Sensei.
