upgrade GPU

i'm looking to upgrade my gpu cause i realize i haven't upgraded in years I have a Radeon RX 480 and my CPU is a Ryzen 5 1600 6-core what's the newest gpu that's at least under $400-$300?

Upgrade your CPU to a 5600 or 5600x (don't forget to upgrade the BIOS before swapping out the 1600) and upgrade the GPU to an RX 7600 or RX 7600 XT.
If you want to do some AI stuff, get a used 3060 12GB.

The performance is comparable to the RX 7600, and the 10GB of VRAM is better than 8GB (damn, I thought it had 12).
So it'd be a better choice than the 7600, though I would go for the 7600 XT instead, which has 16GB.
If you play at higher resolutions, or play console ports or VR games, it's all too easy to run out of VRAM with 8 or 10GB.
16GB has much more leeway.

It's still good, as it's compatible with 5000-series Ryzen after the BIOS is upgraded.
It only has PCIe 3.0 x16, so you could a smidge of extra performance upgrading to a B550, which has 4.0 x16, but it's not worth it.
If you were to upgrade both your CPU and motherboard, you'd be better off upgrading to a newer socket (AM5 or LGA 1700), but it wouldn't fit your budget anymore.
