I think it was called boobers at least. It's at least a decade old and I originally saw it on Sankaku complex.

The video was just dozens of boob jiggle clips from various animes in rapid succession, set to the music. Mostly closeups like pic related. No bare nipples I'm pretty sure. Music was a really energetic song in Japanese where the lady mostly sings "boom boom boom ba boom boom boom boom boom". I think it was pretty well known at the time but there are a lot of boob amvs it turns out.
