How come this is always empty at my theater

When I go into the 2 hallways to watch a movie, there's these 2 concession stands but it's ALWAYS empty. Lights are always off yet the counter has candy, TVs are on, no popcorn or drinks in the back though.
What is this even used for? Here's an image of it.

Theaters are dying. 15-20 years ago every one of those counters would be open and busy, now it's barely sustainable to have the one till open. It would cost money to rip out the useless infrastructure, and they don't need the floor space for anything else
To have some perspective about how the industry has changed, try watching a movie about the industry from a time long gone. Not specifically relevant, but good movie, Bikini Drive-in (1995)

the theater cannot afford to pay people to man those stations. all the tvs are probably on the same circuit so they can't turn a couple off, plus they still provide some information. they're probably too lazy to move the candy since it won't go bad for a long time.

You're telling me that they can't station a person to manage the mini concession stands when they have the big ass lobby with a bar, diner, arcade, and the Xtreme Digital movie, as well as the reclining seats, etc?
