How do I learn how to make monochrome pictures like this one? Where do I start?

Well you will first need to have some for of image editing software (photoshop or anything like that) and then apply filters on it until you get the result you want.
If you dont feel like doing that, just google "make che guevara picture online"and go from there

Given the vector outline blobs on that image, this is almost certainly how it was made.

It'll be crude, but you can always save an image as a monochrome bitmap in Paint, then resave it as a normal file format, like .png
