Pic unrelated. I played a top down turn based strategy/rpg game years ago and I can't remember the name. I remember it had 2d graphics, I think it almost looked something like Rabi Ribi, definitely had chibi sprites. It had an element system and a lot of different buffs and debuffs, and I think you could recruit enemies.
