How do human relationships and power distribution work in general?

OK, so hear me out, someone just has the power/occupation/social status because it says so on a piece of paper? Its not that there is any "external force" compelling other people to listen to that person. How are organizations formed? Peoples minds can change in a matter if instants, how is the structure even kept alive and structurally coherent? Hell, most people, say, in a given country aren't even aware of who their government are, and yet they have the power. And what if someone makes a mistake in papers defining the occupations/power levels of each member of the organization?

So what if I write anything on apiece of paper, say, that some people I know belong to a certain organization... They dont know about the existance of my newly formed organization? So what? Do you know all the government structures of your country? How do they function then? The police are just people, there is no external force besides papers that compells them to listen to certain people. Does average police officer even aware of all the paperwork that is happening inside of the organization?
