An outsider that simply pitches an idea written down as a paragraph of three to ten sentences is useless to a production committee. There is no credibility there and only risk of lawsuit exists.
To be fair to OP, he may have heard of various movie ideas being pitched by known movie producers or established screenplay writers on the back of an envelope, scrap piece of paper, or as a simple comment at a dinner party where media producers are networking with others in the media field. BUT such ideas have credibility because they are pitched by an established person that is not providing the idea as a means to generate a lawsuit. The producer or other people already know that person as a solid friend or reliable acquaintance. And they also know the person pitching that idea will follow up with a treatment for review. The purpose of the pitch, was therefore to test the water to see if a treatment was worth providing in short order.
