I've got this baffling conundrum after migrating from a ASUS TUF GAMING Z87 Sabertooth motherboard to an MSI PRO Z790-P WIFI. The more glaring issues are that USB insertion and removal isn't that responsive, and if I shut down or reboot, it takes 5-10 minutes, then a BSOD with the code DRIVER_POWER_STATE_FAILURE.

I also tried DDU and reinstalling video drivers (RTX 4070, I believe) but reinstalling GPU drivers failed

If I manage to get into safe mode, things behave a lot more.

This is in CSM boot, if that matters. Also, at first boot, it took 2-3 tries with a different GPU to get past "Getting devices ready"
