Kinda a "trick question", since the "per pint" part is just there to confuse you".
You are not caring about doller per pint, you want pint per dollar - so just divide.

4 : 6.49 --> 4/6.49 --> 0.616 pints per dollar you pay.

You can also just invert it, but it seems more confusiing than helping coming to that solution:

1.62 dollars per pint --> we want pints per dollar --> 1/1.62 pint/dollar --> 0.617 pints/dollar.
The slight difference comes from rounding error in giving 1.62 as number when really it is 1.6225.
