My opinion on the set B difference is that these CPU are the "hand-picked" versions of the CPU which were able to reliably run at a higher base clock. So those were tested and culled out of the pool of CPU in order to be sold at a higher price. So, colloquially speaking regarding your accusation that these are "rebranded CPU", I would say Yes, they are "rebranded" versions. <-- the word "rebrand" is quite incorrectly used, but is used in what I assume to be the best context of your query.

The xt version seems to have its boost ability limited. Boost is what makes the power/heat go way up. So if you have a physically small case and limited amount of air cooling, the XT version probably keeps you from ever triggering thermal throttling as it won't boost as much as the regular 5900.
