I have no interest in dealing with Windows 11 and want to just stay at 10 even if my computer dies. I'd like to make a full offline (not cloud) backup of my computer including OS so that, whenever my current desktop dies, I can immediately put everything on the new machine and it will just werk. What are the best tools for this, and is there a tutorial for dummies?

Full system backups are ebst done from outside the system, and if you are already outside just use a linux live system and dd.
Boot from linux live system stick, verify which device is the internal hdd (ex. /dev/sda) and which the external, depending on numer of devices in your system (ex. /dev/sdd),
sudo dd -if=[Internal device] of=[external device] bs=4M conv=sync,noerror status=progress
This will create a 1:1 mirroring of your system on the disk, including free space. If you have a lot of free space you can use advanced commands like sparse in CONV.
BE SURE to not confuse what is if (from where you READ) and of (where you WRITE to) or you will overwrite your internal disk with the content from from the external!

same goes if you had cloned your old drive to another one as a backup; the drives would have the same data on it

problem is that there are differences between machines, namely the need for different drivers and possibly windows-os specific things that go on under the hood
so while i believe your idea will work overall, you can't expect the process to be seamless

the other thing you could do instead is replace windows 11 on the new machine with windows 10
then install the drivers for your new machine
