Where are these crass, obscene, often overtly sexualized, deceptive mobile game ads coming from?

Do they have designers? Are they storyboarded? What is the thought process behind these ads? Is there anything anyone can tell me about how they are made, especially from a behind-the-scenes perspective?

Are they animated in-house, or are do these game devs/publishers outsource the animation? Are these people normies, or are they, like, top-tier academics and psychologists?
