Any experts on Diablo 2 rare rings here?

What the fuck makes rare rings specifically valuable? Like, what are the breakpoints even? Hell let's narrow it down to just rings that have 10% fc and resistances since that's something my brain and comprehend, at what point does one become worth an Ist and how does the price increase from there?

Breakpoints are thresholds for stats that will actually make a difference once passed.

For example Sorc faster cast rate (FCR) breakpoints:
0% 13
9% 12
20% 11
37% 10
63% 9
105% 8
200% 7
If you have between 63% and 105% FCR, then your teleports will take 9 frames to cast.

And yeah resistances are obvious, the more you have on the rings, the more charms you get for other things.
On that ring specifically the +10 to energy is rare and quite good.
