True tilt shift is typically achieved with a physical alteration to the lens which doesn’t exist on any mobile phones currently, but I’m pretty sure there are some apps that let you achieve this effect regardless. If the only ones worth using are paid then that’s fine, I would just prefer a free version.

I’m aware of tons that allow tilt shift photography, but idk about any that can record video with it. I need one that has full video functionality
