But the pink cat is in the leotard, the legwarmers and everything and the whole thing is a shot for shot remake of "What a Feeling" from Flashdance.

I'm almost certain it was an anime, not a cartoon. But it could have been from even a children's anime.
I think one of the judges may have been a dog.
