It was a prank call of a guy speaking with an Asian/Chinese accent and I believe he was talking to either a restaurant or grocery store. They started talking about soda, and the guy was asking for Coke and Pepsi, but his accent made it sound like he wanted "Cock" and "Pussy". He was shown in the video wearing a hat similar to the photo.
