I'm trying to ID a character from an old cartoon from the 90's or perhaps even 80's. It was a talking dog with hair covering its eyes, it looked kinda like pic related but I think it walked on two legs, he was always very slow and dull, never laughed, kinda autistic, like Eeyore minus the bitching and depression. I don't remember any of the other characters.
Does anyone recognize who could it be?
