I got this PC from my older brother, he moved out and left it with me.
Some fans aren't working anymore so it overheats a bit. What I wanted to ask if I wanted to upgrade and use this what should be the priority, what is the bottleneck? It has AMD CPU and NVIDIA GPU, isn't this bad? Or it doesn't matter that much?
Any pointers on what to do with this PC welcome.

Take a measuring tape or ruler and check their size, then buy new ones off Amazon

Only if they would've included some flag in the data that makes them refuse to work with data from the tother, which of course they didn't.
Calculation results are manufacturer independent, AMD does not return a different result of 2+2 than NVIDIA.

Looking at those specs, why do you feel the need to upgrade? That still is a very capable and powerful machine. Do you actually EXPERIENCE any noticable bottlenecks/ slowness?

Just get a few fans and that's basically it.

Honestly? There is a noticeable lag when one screens plays YT music, other one a Twitch stream and the main one runs a game on max details. Also I tried running latest Monster Hunter Wilds demo, and it was terrible.

If that's your intended usage, smash your computer with a hammer, all the new parts you need aren't compatible with your rig. You need a new mobo+cpu, a 4070, NVME storage and the latest ram. You can maybe keep your case+power supply, mouse+keyboard and monitors (maybe, I'm sure you have a bunch of 1080p panels)

Doesnt need new mobo tf? It already supports Ryzen 9000 series if you update the BIOS.

Also fix the refresh rate on your ROG monitor. Its only running at 60Hz.

I'm saying you don't really need a new CPU. What you have is already fine. You are right in guessing that GPU is first thing to be exchanged.
You say Max settings but what resolution and framerate are you targeting. If you mean 4K 300+fps then no your machine won't be able to run it.

Unless you have a specific reason to have that AMD card. I would just remove it. You can run all your displays off of the Nvidia card.
