Any good websites for meme dumps or resources for creating memes/debating strategies and techniques in efficient meme creation?

Also why isn't there a dedicated meme board in here, but at least a dozen for porn/anime stuff? See some good memes once in a while in humor threads over at /pol/, but that's rare enough.
