I heard this song in a bus, it starts with some dude saying some stuff, then he constantly repeated 3 words, but I can't remember what he said. The dude sounded like he was out of air whenever he talked.
It may be some 80's-90's song, and had this kinda ska like style.
I tried humming the first trumpets which repeated every time the dude said the same 3 word phrase.
