Not to be pedantic, but I dont see any PALS webbing... That looks like leather belts arranged into an "H" Pattern harness, with 2 crossmembers.

OP, you can look up "leather harness" but youll get a lot of sex toys. If youre more into practical applications of an H pattern harness, you can look into WWII and Vietnam-era designs, many genuine examples are available on ebay.
