is this a virus

there's a jpg file of ~600kb on my HDD which seems to be heavily corrupted. I only need to open the folder this file is in for a split second and my whole windows 10 starts lagging, it's building up until I get a black screen. any way of interacting with this file only brings the same result.
tried to delete it in safe mode (gets stuck)
tried to delete it via command line (gets stuck)
tried to delete it with lockhunter (I only need to write the path and the program stops reacting)
tried chkdsk (no result)

it's just some random image I downloaded a while ago from google images to post it in a thread.

now I'm in the process of saving every other file on the drive on an external so that I can just wipe it. but I was wondering 1. if you by chance know this phenomenon and an easier solution 2. if this will actually do me any good, because it might be an infection that will just spread to whatever (I'm not very knowledgable about viruses, idk, I imagine something like that would hide in a less easily found place and do something more harmful than locking me out of one folder for no reason)

thank you
