It comes from a relatevely new manga, Kagurabachi, it has 59 chapers, so there aren't lots of examples of the design, but there are enough I think. The character I posted has it on his left, the other 3 confirmed ones have it on his right. It seems to be exactly the same. They are called Hishaku, so if you want to find more examples, just look for "kagurabachi hishaku tattoo".
Pic related looks like he has a slightly larger one, since it's on the middle of the finger, but in other panels, looks shorter.
