How2 MP4s into 4mb webms without quality loss?

i am using shotcut. the source file is a 50mb video, 1:30 minutes long, 25 fps.
selecting the webm vp9, changing bitrate etc and removing audio the lowest I can get is about 6mb and it looks nowhere near as good.

what settings do I have to use? what is the problem? is it the framerate of the base file?

There's a limit to what you can do.
If the mp4 is x264 you can try encoding to x265 before encoding to webm.
Also try 2 pass encoding. Failing that reduce the resolution, higher bitrate 720p looks better than low bitrate 1080p.

after reducing resolution, bitrate to 250k, halving framerate to 12,5 and 3 b images it worked. from 50mb to 3.8. but yeah it looked quite shitty. i think the problem is the high base framerate. i will what you said next time

Increasing crf value will decrease quality and size and vice-versa

Some stuff you can add to this command
-vf "scale=1280:-2"
Scale to 1280x720 or whatever value you choose
-r 30
Set framerate to 30 or whatever value you choose
