A couple years ago I made this doofy little custom wallpaper inspired by the iconic "Please Stand By" pape from Fallout. I wanted to do it again with black background and green gridlines, but I literally cannot remember how I did it. I know I either used GIMP or Paint 3D, maybe both, but cannot get the effects to look remotely similar to what I did the first time.

Would someone be able to help me out?
