you can use cheese grater. if what you mean is to do it whole in one go, a flat steel hammer might do the job, but be prepared to have arthritis if you don't protect your limbs properly.

Why isn't a hammer working? You should wrap the salt in some kind of fabric so it doesn't move around, and then start working on it with a hammer.
