Alien stealth horror and fixed camera Dino Crisis, Parasite Eve, Resident Evil games are good at this because they keep you helpless either by design, or by crappy fixed camera with no handy aim system

System Shock 2 has neither of that and is good by less cheap means

Typical recommendations you'd otherwise get are Penumbra, Amnesia, and Outlast

I liked System Shock 2 the most since it didn't rely on pre-scripted stuff, and getting spooked happens more naturally, without screamers - you just sort your inventory, then look around and you already got crept up on. You get spooked even with the game offering you vast means to fight back. It's basically what STALKER games should have been instead of becoming an adventure shooter- the pressure is almost constant
Plus the ambience and story felt as creepy as soothing

For me, the scariest horror game I've ever played was Fatal Frame 3: The Tormented. Don't get me wrong, the first two Fatal Frame games were spooky too, and playing them first does provide a little bit of context to the third game, but what makes the third game the scariest in the series for me is that it has something that the others don't, and that is the element of invasion of a safe place. The way that little things start happening in the over world where you're supposed to be safe really, really had me on edge. Spooked the shit out of me. It's a wonderful game.
