Nowadays, people usually just use their smart TV, a chromecast, or equivalent, and stream their media.
It's still possible to build a HTPC, but HTPC cases aren't really being made anymore and whatever remains is overly expensive.
One alternative would be a mini PC, like those nifty N200-based ones, and an external disc drive.
A Raspberry Pi would also work, if you happen to have one gathering dust.
If you don't mind jank, an old laptop with a disc drive would also work.
Then, you can install a HTPC distro like LibreELEC, and it'll play pretty much anything ffmpeg can decode.
Alternatively, you could just use a regular OS and whatever video player you like to use.
For controlling it, a wireless keyboard with a trackpad like the Logitech K400 works well.
