its in COP CAM view mode , probably on the cops vest or on his bike.
this dude is wearing a hoodie and the cop on his bike just SLOWLY drives up behind him down hill, and the hoodie wearer just falls over non stop looking like an idiot for maybe 1 and half minutes in this humorous but very serious clip since he's probably a very bad guy.
a very BAD runner i should say.
eventually cop just rolls onto him and arrests him i believe.
its a very funny video all in all and my pc either wizarded it away or corrupted it if anyone has it id appreciate it
