Just start editing lots of images. When you get to the point where you can't do what you want, look up a tutorial. Learn how to use the pen tool. Learn masks after you get familiar with all the tools.

This is what I did.

I learned the very basics at a uni course but didn't get good until I'd edited a lot of images.

Recently bought a drawing tablet to learn about things i rather rarely do like colouring and layermodes
But i edited Videos first so i knew about effects like chromatic abberation, vignettes or how to work with masks
