Anime TV show host from the 90s/early 2000s. She had a name like "Ulala", and used to cosplay anime characters, like wearing a jump suit from NGE. I think she was blonde, from the US, UK or Canada. I can't remember the name of the show she was on, but she was the host of it, very energetic.
