Nevermind that. I found a free AI that does a decent job and 2x upscaled all the frames.
My problem now is that the when I turned the upscaled frames back into a video, the loop isn't smooth. When I put the video into Lively Wallpaper, the loop is very obvious. Here's the video I made:

Does any ffmpeg expert know how to fix this?
