Mosaics removal programs?

Anyone know if there's a program that remove mosaics? I tried using DeepMosaics but the programs doesn't seem to be working correctly.

The way I've seen done using a video upscaler like Topaz Video AI requires the video to be first downscaled to a lower resolution then upscaled back to normal resolution. You need a PC with a good GPU.
