The scanners are Taiwanese, post on their own private forums, or post on these for profit piracy sites. My fear is that one day these sites will close down and these scans will be lost. There was already a big lawsuit by anime/manga publishers against the 13dl ring, which is another Taiwanese pirate group.
The scans are done for quantity not quality, but they're acceptable until someone else scans them better.
