i also checked superman 45, it's not there
the stories don't correspond to the cover art

at this point, i'm nearly certain it isn't from an issue, it's from the newspaper publication (which operates separately)

i got it from the book Superman: Sunday Pages 1943-1946, published in 2013

that seems to be the structure of the strip; set up a story one sunday, pay it off the next sunday, start over after that
