Its a sprite sheet ripped from the game "Trouble Witches".

I'll try it, but I usually have shit luck with those font identifying sites

This is a bitmap font sprite sheet. Unless someone has taken the time to convert it to a vector based font it doesn't exist.

Because why would such a small game design an entire font like this? Request aside, is this even the norm? Its a relatively small doujin game, i dont even think big games make new fonts for their UI

It is a perfectly reasonable assumption. There are game engines with automatically generate font maps like that from regular vector fonts.
