You can emulate PS1 version, but I'd suggest downloading this PC version:

The first game from those links has the fan patch properly applied (music tracks are in proper order), has widescreen patch, already comes with dgVoodoo 2 (would be good to updated the files just in case, though). It misses one sound quip for some reason, but it only plays in the very first garage mission. I'm suggesting this particular download simply because it's hard to find the fan patch yourself and a lot of versions come with broken music.
Set Cops to Hard in Options and you're good to go. Stylish, memorable, on-point game, not particularly long, but hard as nails.
