made this post on /tv/ but i figured it wouldn't hurt to make another thread here in case.

Most of what I could remembered was that the movie had a midget ringleader guy that was hideous, but not ghoulie-like levels of monstrous. He just sat in a chair or he was a old dude, i don't remember very much. I thought it might've been a softcore because of a sex scene or two. Might've had a blond actress and a guy as the main characters. I think the movie was made under 1999, but wouldn't rule out if it was made in the early 2000s, but no later than 06. Tried to skim through some Full Moon Feature's catalogue, but i think i might've overlooked it.
