Looking at the wayback machine, like you said it doesn't seem to load anything, but the title of the site shows some tags saying it's Yu-Gi-Oh, but I assume you knew that already.
Removing the 'en/' part of the URL stops the titles from being truncated:

Meaning the artist's name is 'Touko'.
(The descriptions of the works can also be found in the meta tags, but I'm not sure they're helpful)
Looking at boorus, not much comes up with a search for yu-gi-oh with an artist starting with 'touko':

But one of those kind of looks like your image.
Honestly doesn't seem like what you're looking for is archived, but maybe this information can help you a bit.
