What software do I use to change a photo's thumbnail?

I want to make one of those bait-and-switch memes where the thumbnail and photo are two different things but all the search results are about youtube thumbnails.

if I'm not mistaken I found the program who do this, its actually a bug, so the program was on GitHub, I forgot the name tho

Also, there was another program who changes the image depending on the browser(mac or windows), its actually 2 images together, but depending on the browser it renders either an apple or ibm computer image, randomly
