Virustotal says it's good.
It's just a jpg image, without metadata because 4chan removes it. There's nothing it can do to own your computer or phone.
As to the veracity of its contents, you know what they say about navy SEALs in 4chan.

I'm no expert in hacks and viruses, but the post sounds like a case, possibly.
Regardless, you won't get malware from a jpeg image posted to any modern social medium.

Dude, exploits that let images execute arbitrary code may exist, but they're about the most coveted things in the exploit market. One happened a couple years ago to the webp format and it was used exclusively by Mossad to hack some Saudi prince's phone. If such an image was posted to a widely accessible public forum, it would be the apocalypse. You wouldn't stop hearing about it, that hasn't happened and you don't need any cybersecurity experience to tell that.

I also think it's harmless. The random noise behind it makes me wonder if there's some steganopraphy (i.e. a link hidden in the image) but you could do it more subtly. Also the noise is blurred and the textboxes on top are haphazardly placed so I don't think there's a hidden message. (Even if there were a hidden message it wouldn't do any harm).
I think the random noise is just for effect.
The url in the bottom right is another thing altogether. No clue about that, and i'm not visiting it.

the image itself is normal, it just got edited by a relatively harmless virus
