it's some resident schizo who goes by mikeeusa who has been posting the same things for years, mostly about his Xonotic game fork "Ch*osEsqueAnthology" (the one in your screenshot, it's not a city builder, it's a mod of a FPS game with his own maps and weapons) and about child brides.
